Waiver Services   (HCBS)

Service provisions for people with disabilities is changing rapidly in New York State. There is a strong movement to break away from the traditional program models and move to services designed around an individual's interests and desires.

The Home and Community Based Services Waiver provides unprecedented opportunities for people with disabilities to participate in their communities and develop their own life plans. 

The HCBS, also known as Medicaid Waiver, is an agreement between New York State and the federal government that allows the office of Mental Retardation and Developmental Disabilities (OMRDD) to use Medicaid dollars to fund innovative service alternatives. This new strategy complements The Arc's philosophy and mission. It is an approach designed to help people with disabilities to take full advantage of opportunities for independence, integration, individualization and productivity in the community.

The HCBS make it possible to create individual services environments by funding eight services not typically available in the community.

Eligibility

Anyone with a documented developmental disability who is entitled to Medicaid can benefit by these opportunities provided from HCBS. These options can be built into the individualized service plans developed by the individual and the services coordinator.

Waiver services and funds are available in most residential and service settings with the exception of people living in ICFs which already provide a package of services in their program. 

All eight waiver services are available once enrolled in the HCBS program. Family income is not a consideration when services recipient is a child.

 

Habilitation Services

Learning and Growing

The Arc's Habilitation Services help individuals strengthen skills or achieve satisfying and rewarding connections and relationships within their communities

Residential / Day Habilitation

These services are very flexible and can be provided almost anywhere in the community and individual wishes to learn or retain skills. Day Habilitation Services are key in assisting with daily life activities. Skills training is based on the individual's valued outcomes. The Arc offers both site-based and home-based services. 

 Some of the skills training areas these program cover are:

Housekeeping skills -- meal planning, baking, cooking, cleaning, laundry skills and shopping.

Personal hygiene and grooming -- bathing, hair care, toileting and choosing clothing

bullet

Health awareness -- focusing on nutrition, diet and exercise.

bullet

Personal safety skills -- fire, pedestrian and traffic safety and appropriate behavior with strangers.

bullet

Communication skills -- Learning how to communicate by using the telephone, sign language, writing letters, etc.

Community integration and social behavior skills

bullet

Other training to meet individual needs
